HTX, a groundbreaking government agency formed in 2019 under Singapore's Ministry of Home Affairs, merges science and engineering from various Home Team departments to elevate homeland security. Recognising its recent establishment and its diverse staff, HTX wants to proactively building a unified culture through co-created core values and alignment programs.

Project Objective

Comprising of over 1500 officers from diverse backgrounds, it felt a need to establish and unify its culture, by co-creation a set of core values with contribution across departments, and roll-out a programme to create alignment of aspired culture.

Phase 01 - Leadership Interviews.

Phase 2 - Values Co-Creation

During the Values Co-Creation session, 235 participants contributed their thoughts towards co-creating the HTX Values. From 43 Valueheroes and the Picture Pairs exercise, participants generated over 1780 total value bricks, with a total of 430 unique values on them. After clustering the values, each participant cast 3 votes, for a total of over 700 votes.

The 40 Describing Culture Posters were used for writing the values descriptors after 6 Core HTX Values were selected.

Phase 02 - Values Co-Creation Workshop

Our Approach

The programme is rolled out in 3 Phases.

Phase 1 - Leadership Interviews

During Phase 01 of the HTX Values Co-creation project, 4 interviews were conducted, with HTX Chairman Chew Hock Yong, CE Chan Tsan, DCE (D) Ng Yeow Boon, and DCE (O) Chen Yeang Tat respectively.

The outcomes of these interviews were synthesised into 11 value themes, each supported by quotes from the interviews.

Phase 3 - Gamified Values Experience

During Phase 03 of the HTX Values Co-creation project, Ideactio developed a gamified training experience, to communicate the HTX Values to all the HTX officers.

The values workshop has been designed as an ‘immersive experience’, with the story that participants embark on an intergalactic adventure. The workshop is structured in five chapters:

  1. Mission to Amarex - Introduction of the mission to planet Amarex to get the ‘elixir of immortality’

  2. Stocking Up Resources - Mining asteroids to stock-up on resources for the mission

  3. Encrypted Noises - Decoding an encrypted message from a sister ship

  4. Building in the Dark - Building a light tower in the dark, to shine the path to the elixir

  5. Heroes Monument - Contributing to a monument to rejoice and remember your success
