Design Brief Creation for Office Space Transformation

The Public Service Division (PSD) collaborates with public service employers to attract, develop, and retain talent, ultimately strengthening Singapore's public service core. However, PSD itself faces internal challenges. With hundreds of employees across diverse teams ("clusters"), each cluster has unique needs regarding confidentiality, storage, workspace flexibility, and individual work preferences.
Project Objective
This project aimed to uncover the most important factors in office design that would improve work experience, drive collaboration, and support the desired behaviours of the organisation.
Interviews with PSD staff to gather feedback and insights.
Our Approach
The project was structured in 3 phases. In practice, these phases may overlap, and are iterative in nature.
Research to understand ground situation - Visits to the PSD and PSC office spaces, as well as interviews with PSD staffs.
Synthesis and service design through agile co-design - 2 Co-creation workshops with PSD staffs, and post workshop synthesis to find themes for design considerations
Develop design brief and final artefacts - Internal session to consolidate insights and put together the final brief and documents.
2 co-creation workshops with PSD staff to consider variants of the office layouts collectively.
Key Deliverables
From our research insights, we identified 9 Considerations for the PSD Workspace Design to form a carefully articulated design brief that is aligned with the context and the employee needs.
To communicate this brief to our Interior Design Partners, we created a series of physical and digital artefacts for their team of designers to use as a reference guide during their design process.
PSD Workspace Design Brief Report Booklet - This report captures the PSD workspace design brief as 9 Considerations for the workspace design and build.
Considerations for Design Cards - We created 9 visual cue cards for our interior design team, prompting them to integrate key considerations throughout office space interaction design.
Design Review Worksheets for PSD Workspace Design - This helps the Interior Design Partners bridge the 9 design considerations into implementations for the PSD Workspace Design.
Considerations for Design Poster - The Considerations for Design Poster was created as a communication material for our Interior Design Partners to display at the roadshow they held with the PSD office, where they showcased the drawings for the new PSD office redesign.
